Hello all I wanted to inquire if there was any way to input HTML code into the site and if so where do i go to do so, if not how do i format the html code as CSS instead TIA

You can add an HTML widget where you can create whatever you'd like. The HTML widget is towards the bottom of the list under the Misc. Widgets section. You cannot write HTML into other widgets, only the HTML widget. You can also add CSS classes to the CSS section when editing styles.

One of our most experienced users reminded me, you can also do HTML on Custom Sections. Custom Sections behave like a full page HTML widget really. You can add them on the Admin Menu->Site Structure->Custom Sections page.
